Kentucky Senator Rand Paul is calling on the United States to declare war on ISIS.
The New York Times reports that Congress has not formally declared war since World War II.
Paul announced a plan to restrict troops to one year in Iraq and Syria and limit the activity of ground forces.
The potential 2016 Republican presidential candidate also said that Congress has granted President Obama too much authority regarding his fight against ISIS.
"War cannot be initiated without Congress," Paul said.
"Conservatives are mad at him about immigration. And they're mad about him using executive authority on Obamacare. But this is another example where he doesn't have much respect for Congress, and some conservatives don't quite get that."
