Cuba: Beyond the Axis of Evil

Cuba, which has long appeared dormant since the end of the cold war, is reportedly developing offensive biological warfare capabilities that it is sharing with other rogue states. The Washington Times reports the Bush Administration has "broad and deep" evidence.

In a speech titled "Beyond the Axis of Evil," Undersecretary of State John Bolton said Cuba, Libya and Syria are "states intent on acquiring weapons of mass destruction." He said the United States would take action to prevent such arms from reaching terrorists.

It's clear from this story and from the general threat to the United States and to U.S. citizens throughout the world that we need a new strategy for taking out those who hate us before they take us out. This country has been generous to the world. We let people in. We send our money to improve lives everywhere. We give them aid when disaster strikes. And yet, too many hate us for so many reasons. The world needs to know that we are not going to wait to become victims. I'm Cal Thomas in Washington.
